Answer: When using the effect of <<12399>>, if the drawn card is a monster and is Special Summoned, it (in this case <<4041>>) becomes the new attack target and does not cause a replay to occur. However, during the same Battle Step after resolving the effect of <<12399>>, if you activate <<4989>> and Special Summon a new monster to your field, a replay will occur normally. (In this scenario, your opponent can choose to attack a monster other than <<4041>>, or stop the attack.)
